If I was attempting to evolve an Onix to a Steelix would I still require the metal coat? If so where would I purchase/find it?

Hey I am pretty sure you can get Metal coat in the shop in the city that sells the stones. I am not completely sure though.

That's right. Onix does require it, and it is sold in the stones shop since it's an evolutionary item. |

I have a question regarding moves that can only be learnt by a move tutor in the video games. Would one be able to buy those as a tm? Example Draco Meteor can only be learnt from a move tutor could it be bought as a tm here?

Mega is a Kalos thing. A Pokemon and trainer uses rare stones to ev and then later goes back to the form they were at before. Not every Pokemon has a mega.
