To make things smoother around here, we will be adopting a constitution. Please read it over and let me know if you see anything wrong with it. If you would like to adopt it, reply here saying you will ratify it. 3/4 of active members (those who have been on in the past week) must vote to ratify the constitution. As of now, that means at least four members must choose to ratify it.
Section 1. The staff members are in charge of running the site and making sure everything flows smoothly. The staff consists of four positions: Administrators, Global Moderators, Moderators, and Skin Masters.

Section 2. [1] The administrators include the head admin and all other admins. Admins have the following duties:
[2] To play wild and virtual Pokemon, NPC trainers, and battle leaders;
[3] To mod battle threads between members;
[4] To play professors and teach classes;
[5] To help students receive their first Pokemon;
[6] To accept character profiles;
[7] To create contests and activities;
[8] To advertise the site;
[9] To deal with conflict that arises;
[10] To engage in other staff matters that shall arise.

[4] Moderators who wish to take on more duties may pick up the following responsibilities:

[6] To advertise the site;
[7] To engage in other staff matters that shall arise.
Section 5. [1] Skin masters may engage in general staff conversations and staff matters that arise, but their primary concern is the aesthetics of the site. Skin Masters are to create new skins and update old ones to maintain the appearance of the site. They do not need permission to create new skins that do not affect the old ones.
[2] If a Skin Master wishes to change something about the appearance of the site that will affect members using old skins, he or she must first ask the other members if they have a problem with the change. If there is a problem and the members cannot resolve the issue, the staff shall discuss is amongst themselves. A 2/3 vote among the active staff is sufficient to enact the change by the skin master. A 5/6 vote by active members (members who have been online within the past week. A member who has given warning about his or her absence will not be considered inactive) will veto this decision. A unanimous staff decision can override the veto.
OBTAINING STAFF
Section 6. [1] When a staff position needs to be filled, the head admin will give out an application for the members to fill out. Each question will have a certain amount of points associated with it. The admins will judge how much points each applicant should for each question. The mean for each question between the admins will be added to a total. The applicant with the highest score will earn the position.
Section 7. [1] Sometimes, the staff may have one member in mind for a staff position or wish to promote a current staff member to a higher position. In this case, after securing the member’s consent, a 5/6 active staff vote and ¾ active member vote will be enough to give the member the new staff position.
Section 8. [1] If a staff member has not posted within a month and has not given warning of his or her absence, that staff member will be demoted to the next lowest position. He or she will be demoted again if he or she does not post within the following month. This will continue until he or she is an ordinary member.
Section 1. [1] To prevent arbitrary decision making by one staff member, the following process will be followed.
[2] Decisions about a minor detail on the forum that will not affect the way the roleplay is conducted on a day-to-day level or agreeing to suggestions that will enhance the forum without affecting the rules (such as a contest) may be made by any staff member.
[3] Decisions that affect the way the roleplay is conducted but deals with matters not stated explicitly in the rules must be made by an admin. The admin who is asked for the decision retains the right to wait to consult with the head admin prior to making the decision.
[4] Decisions that actually change or add to the rules must be discussed by the staff. If they cannot come to an agreement, a 2/3 vote by the active staff will be enough to implement the change.
Section 2. [1] If any member disagrees with a decision made by the staff, he or she may call for a vote of all the members. A 5/6 vote by active members will reverse the staff decision.
[2] A unanimous vote by the active staff will override the member veto. No other action regarding the decision will be available after this.
Section 1. If a member has a problem with another member, he or she is to not engage that member in an argument but instead immediately go to a staff member. The staff member should try to solve the problem in an informal matter if possible. This also applies to those who break the rules without getting into a conflict with another member.
RESTORATIVE JUSTICE
Section 2. [1] If a staff member cannot solve a problem informally, the afflicted member may request the formal conflict resolution system. The system will proceed as follows.
[2] An unbiased staff member will create a thread in the Conflict Resolution board so that the appropriate parties may discuss the issue. This staff member will act as a mediator between the conflicting parties.
[3] Each member involved in the conflict may ask one or two other members, which may include a staff member, to join the topic in order to offer him or her support. The mediating staff member may ask other unbiased members, including staff, to join the thread to offer an objective opinion.
[4] While discussing the conflict, all members are to obey the posted rules. The purpose of the discussion is to come to a solution that everyone can agree to, not to fight.
[5] If the staff mediator does not believe the conflict can be resolved after a reasonable time, he or she may close the thread and resort to punishment.
PUNITIVE JUSTICE
Section 3. [1] If the conflict resolution system does not work or if a member who broke the rules is unrepentant or a repeat offender, the head admin may start a staff discussion about the appropriate punishment.
[2] It depends on the offense, but usually the head admin will utilize the Proboards warning system. After a set amount of time, if the member has no other offenses, the warning will be reduced or taken away.
[3] In extreme cases, an admin may ban a member for 24 hours. A unanimous staff decision is necessary to permanently ban the member.
Section 4. If any member feels a punishment is unfair, he or she may call a vote of the active members. A unanimous vote is necessary to overturn the punishment. No further action may be taken.
If a member makes a conscious decision to leave Cherilli Academy (not because of forgetfulness or the business of life), he or she is asked to message an admin with the reasons for the departure. The member should also not delete his or her account as this looks bad to guests, especially if the member was particularly active. If the member follows these rules, the staff will let him or her leave in peace.
The staff members, whenever two thirds of active staff shall deem it necessary, shall propose amendments to this Constitution, or, if the two thirds of active members shall call a convention for proposing amendments, which, in either case, shall be valid to all intents and purposes as part of this Constitution, when ratified by 5/6 of the active staff and 3/4 of the active members.
This Constitution and the rules that are created in accordance with it shall be the supreme law of the site, and all staff and members will be bound to it. Any rules created outside of the Constitution are invalid, and no individual staff member is above the Constitution.
The ratification of 3/4 of active members shall be sufficient for the establishment of this Constitution for the whole site.
