Not every angel that supported the apocalypse was removed. There had always been a backup plan, and with the fall of the angels, that plan was activated. People were snatched from different times and different dimensions, only to wake up in a lonely town seemingly in the middle of nowhere. There is no threat here, no law, no restrictions, no boundaries other than those bordering the edge of town. There is only the same announcement every day: "You will remain here until one of you breaks. Say yes, and let them in, and you will be freed. Refuse, and you will stay here for all eternity."
